Formation

Special Juvenile Police Unit is functioning as per PHQ Circular No.13/2011 and 36/2011 in Thrissur Rural district. The purpose of the Special Juvenile Police Unit (SJPU) is to provide justice to children in such cases under the JJ Act, to protect the rights of children in need of protection and care and to take appropriate follow-up action. In this aims to prevent child abuse, sexual and psychological abuse, child labour, child marriage and human trafficking. According to the JJ Act, a SJPU member must have two social worker members, one of whom must be a woman.

Station House Officers of all police stations and members of SJPU are working as Juvenile/Child Welfare Officers.

  Special Juvenile Police Unit(SJPU) coordinates the activities of Child Protection Unit, Juvenile Justice Board, Child Welfare Committee, District child line units and the Juvenile/Child Welfare Officers at the police station.

Jurisdiction and strength

  In Thrissur Rural district, SJPU officer in charge is Sri.Shaj Jose C, DySP 'C' Branch, the Inspector of women cell acts as the Assisting Officer and 3 Sub Inspectors, 2 Assistant Sub-Inspectors and 2 social activists are members of the SJPU.

  In addition to the members of the SJPU, a police officer of the rank of Assistant Sub-Inspector shall be appointed as Juvenile/Child Welfare Officer in each police station as per Sec 107 of JJ Act-2015. All Juvenile/Child Welfare Officers are trained by experts covering topics such as POCSO Act, J.J Act, Gender awareness and Anti Human Trafficking. Juvenile/Child Welfare Officers also participate in training programmes organized by units such as Child Protection Unit, Juvenile Justice Board and Child Welfare Committee. The Juvenile/Child Welfare Officer has provided guidance and training on the procedures to be followed when reporting cases of child abuse and child conflict with law.

  Integrated review meetings of all the departments such as District Child Protection Unit, Child Welfare Committee, Juvenile Justice Board, Child Line, Labour Department, Education Department, Health Department and District Police Unit are conducted every month.

  The Child Protection Unit, the Juvenile Justice Board, the Child Welfare Committee, the District Child Line Units, the Child Protection Officer of the police station concerned with the complaint and the Station House Officers are the ones who take effective action on complaints and offenses against child abuse and prepare reports accordingly.
